Eric Eberhard, Tribal Business Attorney

Eric D. Eberhard is a staff attorney for the Tribe and an Affiliate Assistant Professor at the University of Washington School of Law. He began practicing federal Indian law in 1973, with employment in legal services on the Navajo, Hopi and White Mountain Apache reservations. He served as the Deputy Attorney General of the Navajo Nation and Executive Director of the Navajo Nation Washington Office from 1983 to 1987, and Staff Director and General Counsel to the Senate Committee on Indian Affairs from 1989 to 1995.

From 1995 to 2009 he was a Partner in the Indian Law Practice Group in the Seattle office of Dorsey & Whitney LLP. His practice involved the representation of Indian tribes, tribal organizations and entities doing business with Indian tribes in federal, state and tribal judicial, legislative and administrative forums on matters that included: fee-to-trust transfers, water rights, leasing of land and natural resources, federal contracting, gaming, federal recognition, the formation of Tribal corporations, environmental law, administrative law, jurisdiction, the development of tribal law, self-governance, cultural resource protection and the federal trust responsibility. From 2009 to 2016 he was a Distinguished Practitioner in Residence at the Seattle University School of Law.

Steven Moe, Tribal Attorney

Steven began working for the PGST Legal Department in June 2009. His normal routine includes shoreline protection, land acquisition, tribal taxation, vendor contracts, personnel matters, and occasional tribal court litigation. He started learning treaty rights issues when he arrived in Little Boston, because his previous client was a non-treaty Northern California tribe. He and his wife Bess live near the Reservation in Cliffside. They like to spend time in any weather looking for treasure on local beaches with the dogs and their daughters, Claire and Alice. Steven races bicycles, rides snowboards with Claire, and has recently built several hifi audio systems from secondhand parts.

David Robinson, Legislative Attorney

David serves as the legislative attorney and performs other general counsel work for the Port Gamble S’Klallam Tribe. He joined the legal team from Wyoming, where he spent over eight years working in state government. David began his career working for the Wyoming Attorney General’s Office after graduating from the University of Washington School of Law in 2015. He ran the gamut of experience as a senior assistant attorney general, assisting Wyoming’s various human services agencies. His last position was as a senior administrator at the Wyoming Department of Health, where he oversaw the agency’s contracting and other administrative functions.

When David isn’t working for the PGST, he enjoys spending time with his wife Rose. Either they are cooking good food and hanging out at home with their two cats. Or they are out exploring local beaches and forests with their two dogs.

Rogina Steiner, Managing Attorney

Gina is an enrolled member of, and the Managing Attorney for, the Port Gamble S’Klallam Tribe. She has served this role since 2007. She oversees in-house attorneys, support staff and external counsel. She is a part of the executive team that reports directly to the Tribe’s elected officials and manages the Tribe’s legal department budget.

Gina is a published author, contributing to a chapter in The Strong People and the Native Peoples of the Olympic Peninsula – Who We Are. She has also published several articles in the Northwest Indian Bar Association newsletter.

Gina served on the board of Leadership Kitsap from 2017 until 2021. She is a Mediator-in-Training with Kitsap Dispute Resolution Center and is a Board of Trustee member for the Kitsap Regional Library. Her most significant accomplishment has been assisting the Tribe in placing approximately 500 acres of land into Trust Status with the Department of the Interior.

Gina is a proud wife, mom, grandmother and member of the Port Gamble S’Klallam Canoe Family.

Stefanie Swan, Children and Family Services Attorney

Stefanie is a native of Washington State and graduated from Seattle University School of Law. Before joining the Port Gamble S’Klallam Tribe’s legal team, she gained invaluable experience practicing criminal defense for a regional public defense firm.

Stefanie is an enrolled member of the Confederated Tribes of Grand Ronde and worked as the Port Gamble S’Klallam Tribe’s contract civil legal aid attorney before joining the Tribe’s staff as our Children and Family Services attorney.

In her spare time, Stefanie enjoys golf, cooking, and the natural beauty of the Pacific Northwest.

Natashe Streun, Legal Administrative Assistant

Natashe Streun (Tashe) is the tribe’s legal administrative assistant, also a proud enrolled Port Gamble S’Klallam tribal member. Her parents are Melissa & the late Jim Streun, and her grandparents are Lloyd & Betty Fulton. She is the mother of six children. Natashe has worked for the administration team for 11 years and has been a part of the legal team for the past six years. She has undertaken studies in Culture Sovereignty through Northwest Indian College and plans to continue with similar studies. Her favorite part of her job is helping and serving others. Tashe is her happiest when she has a houseful of kids with their friends and being at the ocean.
