What is the WA UTC? The UTC is an independent state-agency that regulates investor-owned utilities including Puget Sound Energy, and decides if energy rates can go up!
What is distributional equity? Within the energy context, distributional equity refers to what the benefits and burdens of an energy system are, and how they are distributed.
